When will plug-in solar be legal in the UK?

Millions of German balconies now carry a couple of solar panels feeding straight into a wall socket. In the UK the same kit cannot legally be sold or used, but the law is finally moving: a government consultation closed at the end of June 2026 and ministers have promised plug-in solar within months. Here's where things stand as of mid-July 2026, and what the new rules will look like.

The short answer

Plug-in solar is not yet legal in the UK. The government's own consultation document, published in June 2026, is blunt about it: plug-in products cannot currently be legally placed on the market or used by consumers here. Anyone telling you it became legal in April 2026 (a claim doing the rounds on some solar websites) is wrong. A wiring-regulations update that month was an enabling step, not a green light.

But the direction and the pace are unmistakable. A government-commissioned safety study published in June 2026 concluded that plug-in kits can operate safely on ordinary UK circuits within sensible limits. A consultation on changing the law closed on 30 June 2026, the official response is expected within weeks, and the energy consumers minister has said he is committed to making plug-in solar available within months. Retailers including Amazon, B&Q, Currys and Lidl have publicly backed the plan.

Why you can't just plug panels in today

The blocker is older than you might guess. Regulations from 1994 require every 13-amp plug and socket to conform to a British Standard, BS 1363, which does not permit plugs and sockets to be used to connect generating equipment. A UK socket is legally a place electricity comes out of, not into. Separate installation rules point to wiring regulations written for fixed systems rather than devices you plug in, and there has been no valid route to notify your network operator of a socket-connected generator. Both sets of regulations are now proposed for amendment.

There is a legal route today, though it defeats some of the point: the same small system hard-wired into your consumer unit by an electrician, with the standard notification to your local electricity network operator (the DNO). Some UK retailers already sell kits on exactly that basis. What you cannot compliantly do, yet, is buy a kit and plug it into the wall yourself, and doing so anyway can create real problems with home insurance and, for tenants, with a tenancy agreement.

What the new rules will allow

The proposed regime is closely modelled on Germany's. A draft product specification published alongside the consultation caps kits at 800 watts of output, allows one plug-in system per household, requires a standard UK plug with pins that cannot remain live when exposed, and requires the kit to shut down instantly in a power cut (the same anti-islanding rule that governs rooftop solar). Battery and hybrid versions are excluded for now, and extension leads and multi-way adaptors are banned outright.

Manufacturers will have to get products type-tested and registered before they can be sold, and each kit must carry labelling telling you that notifying your network operator when you plug in is mandatory. Worth knowing: electrical trade bodies including the IET and Electrical Safety First have urged the government not to let kits reach the mass market until standards and enforcement are properly in place. And all of this is a draft that was out for consultation, so details like the one-per-household limit could still change in the final version.

What Germany's head start tells us

Germany calls them Balkonkraftwerke, balcony power plants, and had over 1.3 million registered by spring 2026, with researchers estimating the real number, including unregistered systems, at closer to 3 million. Its rules settled at an 800-watt limit with a simple online registration, and supermarkets sell kits alongside the garden furniture. That normalisation is what UK retailers are now preparing for.

The German experience also sets expectations. These are bill-trimming devices, not roof-replacement systems: two panels on a balcony rail or a shed, generating a fraction of what a proper roof array does, but needing no installer, no scaffolding and no roof at all. That is exactly why they matter for renters and people in flats, for whom conventional rooftop solar is usually out of reach.

The honest maths on what a kit would save

A typical 800-watt two-panel kit costs roughly £350 to £700 and generates around 600 to 800 units (kWh) a year if it faces south and isn't shaded. Strapped vertically to a balcony rail it can lose 20 to 40% of that. Crucially, plug-in kits will not earn export payments: the Smart Export Guarantee requires an MCS certificate, which DIY kits don't have, so anything you don't use flows to the grid unpaid. And if you're hoping it will spin your meter backwards, modern meters simply record the export without paying you for it.

The saving therefore depends entirely on using the power as it's generated. At around 26p per unit, the government's own estimate is up to £110 a year, and independent estimates for a household that's out all day sit closer to £40 to £80. Payback on those numbers ranges from about three years to well over ten. Run the fridge, router and a work-from-home setup off it during daylight and the maths improves considerably; that daytime matching is the whole game.

Plug-in kit or a proper rooftop system?

If you rent, live in a flat, or have no usable roof, plug-in solar is about to become the first realistic way in, and a few hundred pounds is a far gentler commitment than several thousand. The sensible move is to wait for the law to change and buy a kit that meets the UK specification when it appears, rather than a grey import today that may never comply and could void your insurance.

If you own your roof, the comparison is lopsided. A typical 4kW rooftop system generates five to six times what a plug-in kit does, earns export payments through the Smart Export Guarantee, counts towards your home's EPC rating, and currently pays back in around 6 to 9 years. A plug-in kit is a fine way to start; it isn't a substitute. If a full system might stack up on your roof, that's the sum worth doing first.
